Request for Proposal - Construction Management Services for Major Renovation of Connaught Barracks and Other Construction Work DEFENCE CONSTRUCTION CANADA (DCC) is requesting Proposals from firms with demonstrated experience in the Construction Management at Risk (CMAR) delivery method, to submit a Proposal for a Program involving multiple Projects for the renovation of existing infrastructures, the demolition of certain facilities, and the construction of some new facilities which include the renovation of Connaught Barracks 1, 2 and 3 located at Citadelle of Quebec, Quebec. Notwithstanding that the Program comprises multiple Projects, a single CCDC 5B Construction Management Contract – for Services and Construction will govern the entirety of the Program for the full duration of the Contract. The Construction Manager will be required to provide the necessary Construction Management services to ensure the successful completion of all Projects under the Program. These services apply to all construction activities associated with the Projects, are divided into two (2) components and include, but are not limited to, the following: Pre-construction Services: General Services, Pre-design, Schematic Design, Design Development, Construction Document, and Construction Procurement. Construction Services: General Services, Cost Control and Accounting, and Post-Construction Services. Additional details are provided in the RFP document. The resulting Contract will include an Indigenous Benefits Plan (IBP) that aims to provide opportunities for businesses owned and lead by Indigenous People.
