Advance Procurement Notice CONSTRUCTION MANAGEMENT SERVICES FOR: ONTARIO ARMOURIES SITE ENHANCEMENT PROGRAM VARIOUS ONTARIO LOCATIONS (with Security Requirements) Purpose of this Advance Procurement Notice This is not a bid solicitation nor a request for proposals. In the context of the major investments announced by the Government and to foster a proactive partnership with industry, DCC is issuing this Advance Procurement Notice (APN) to inform contractors of an upcoming contract opportunity in Hamilton and other locations in Southern and Central Ontario. The purpose of this APN is to allow contractors to assess their capacity and interest in participating, and to prepare adequately for the potential solicitation process, notably by initiating any necessary steps. This is a preliminary notice regarding a potential contract, which includes security requirements. The purpose of this APN is to allow interested contractors to initiate, if required, the sponsorship process to obtain the necessary clearances or security clearances (if applicable). Please note that this project may include Indigenous businesses participation component in accordance with the Procurement Strategy for Indigenous Business (PSIB). Please note that there is no guarantee that this contract will proceed or that security clearances will be granted within the anticipated timelines or at all as part of the sponsorship process. Description of the Project and Services This project will address infrastructure requirements to recapitalize Department of National Defence reserve and armoury infrastructure at multiple sites throughout Southern and Central Ontario. The delivery method for much of this project is anticipated to be Construction Management. The purpose of this project is to retain the services of a contractor to provide construction management services during the pre-construction and construction phases. The program is anticipated to include planned phased work packages implemented over a 7-10 year period while maintaining operations at the sites. Construction Management services are anticipated to support delivery of Track A (HMCS Star and CFRB Hamilton), are expected to support delivery of Track B (six armouries), and may be expanded in the future to include Track C (thirteen additional armouries). Major construction services are expected to include: Vertical infrastructure; construction of new facilities, recapitalization of existing facilities, and upgrades to building systems and components. Horizontal infrastructure; water distribution, wastewater collection, electrical distribution, communications systems, natural gas distribution, security infrastructure, site services, roads, parking areas and related civil works. The estimated construction cost is in the order of $100,000,000, consisting of approximately $60,000,000 for Track A and $40,000,000 for Track B. Additional future work associated
