Advance Procurement Notice A Jetty Construction Project CFB Esquimalt, British Columbia (with Security Requirements) Purpose of this Advance Procurement Notice This is not a bid solicitation nor a request for proposals. In the context of the major investments announced by the Government and to foster a proactive partnership with industry, DCC is issuing this Advance Procurement Notice (APN) to inform contractors of an upcoming contract opportunity at Esquimalt Dockyard, CFB Esquimalt, British Columbia. The purpose of this APN is to allow contractors to assess their capacity and interest in participating, and to prepare adequately for the potential solicitation process, notably by initiating any necessary steps. This is a preliminary notice regarding a potential contract, which includes security requirements. The purpose of this APN is to allow interested contractors to initiate, if required, the sponsorship process to obtain the necessary clearances or security clearances (if applicable). Please note that there is no guarantee that this contract will proceed or that security clearances will be granted within the anticipated timelines or at all as part of the sponsorship process. Description of the Project and Services The A Jetty Construction Project, located at Canadian Forces Base (CFB) Esquimalt includes the construction of A Jetty (including an extension), and associated onshore infrastructure. The new jetty will be constructed on piling and a combi wall (sheet pile system). The project scope also includes a tunnel inside A-Jetty. A two-storey substation building will also have to be built. Services required may include, but are not limited to, the following: Construction of A Jetty superstructure and associated infrastructure, including concrete works; Pile installation and pile caps; Backfilling; Civil works, site construction and services; Environmental remediation; Mechanical and electrical systems; Foreshore works; Project management and coordination; and Other various general contractor work. The Government of Canada is committed to advancing reconciliation and fostering meaningful engagement with Indigenous Peoples. In support of these commitments, DND aims to create opportunities for Indigenous businesses and communities through meaningful subcontracting, employment, and training related to the proposed project. To align with these objectives, the successful proponents may be required to develop an Indigenous Benefits Plan (IBP) as part of the contract. The IBP will outline proposed initiatives and opportunities for Indigenous participation, including subcontracting, employment, and training activities. The estimated value of this scope is $270 million. It is anticipated that this solicitation will proceed on or around the summer of 2026.
